Okay, that's not true. But to really discuss Setsuna's personality, we have to go back to the beginning.
When Setsuna was eight years old, a religious leader gathered up him and all of the young boys in his village, and told them all about a magnificent God who would save their village. Like all of the other boys, Setsuna listened and decided to follow this man and his God in order to help his village. But, in order to give himself over to God, he had to remove any other authority, specifically, his parents. So, to help with that, that religious gave Setsuna (and every other kid) a handgun, and had them sacrifice their parents to God. He then turned all of the kids into his own terrorist group known as the KPSA. The group waged a campaign of terror for nearly two years, until their neighboring nation of Azadistan finally defeated them. During the final battle, the KPSA had been wiped out except for Setsuna, and he was going to die until, at the last second, he was saved. by a Gundam.
Its those events that lay the foundation for who he is and who he becomes throughout the course of the series. The trauma of being a child terrorist has left Setsuna, at least on the surface, very cold, quiet, and withdrawn. He never says much, rarely smiles, and never jokes with anyone. He doesn't react much to provocation, and can be seen as cold or anti-social by others. He's always very serious, focused, and determined. He rarely shows any emotion, and if he does, he's usually brooding, pensive, bored, tired, or deep in thought. The only exception is anger, as he'll show rage on the battlefield, and only then. Other times, even when he's upset, its more of a subtle cold look than him actually acting out. But underneath that cold exterior, Setsuna is actually a very deep, thoughtful, and caring young man; its just hard to see because most of his personality is never on display. But despite not having much of a outgoing personality, he does have a presence about him, one that allowed him to become the de facto leader of Celestial Being.
For him, it all starts in his belief in Celestial Being's mission, and beyond that, his belief in Gundam. To Setsuna, Gundam isn't just a machine, itÂ’s the physical embodiment of an idea: "The eradication of war through force," something he witnessed personally during the last stand of the KPSA. Since then, he's strived to be like that, to be strong enough to wipe out war off the face of the earth and leave a peaceful world behind. To him, that's what it means to be a Gundam, and he truly believes in that ideal with all of his heart. It may have started out as a child-like fascination and wonderment; replacing the God that abandoned him with the Gundam that saved him, but over time, its proven that he genuinely believes in that ideal. He also realizes that, to do that, to eradicate war with force, it requires a certain amount of violence, but he's made his own peace with that and accepts that fully.
With his quiet nature, he never gives any major speeches during the series, so it might seem odd that anyone would choose to look to him for direction or inspiration. He tends to communicate more through subtle changes in expression and body language, despite the fact those sorts of things tend to go unnoticed by most people. When he does talk, he says very little, but he tends to pick his words carefully so that they have maximum impact when said. Additionally, his actions say far more than words ever could. At the start of the second season, when Setsuna is reunited with a fractured Celestial Being, he quickly takes the initiative to pull the team back together. He recruits Lyle Dylandy to become a Gundam pilot; he retrieves the team's tactical forecaster, Miss Sumeragi; he's insistent that the group go rescue their captured teammate, Allelujah, and he's even personally the one who breaks him out of jail.
