To address your second concern, Anakin would be able to use his talents as he normally does--eventually. This includes the technomancy. However, he will need to adapt to the different kind of natural energy in Ruby City (which isn't "the Force") before he's able to use his skills as he did at home. How long it takes him, and how he reacts, is completely up to you!
