A note for CR AU applications
Ruby City does allow previous game history/CR to be brought over on a case by case basis. If you want to include this in your application please add additional sections for PERSONALITY DEVELOPMENT and PREVIOUS GAME HISTORY beneath the Personality and Background/History sections.

By this point, it's possible you're looking at this app and wondering if I've lost my mind. But hear me out. There are many characters in the Universe of OUaT and each has their own role to play. The Wolf's place is at the Huntsman's side. Where others look at him and see an animal, a dumb beast, the Huntsman sees a loyal friend and a brother. They are equals. It is only his lack of speech capability that divides him from the rest of the storybrooke figures.
It is unclear why, but unlike other residents of Storybrooke, Wolf remembers the life they lived before. It is possible that the curse only affected the humans, but whatever the case, it is Wolf who ultimately guides Graham along the path to remembering who he is. Emma may have been the key to unlock the door, but Wolf was the one who pushed it open and tried to show Graham the way.
He is a loyal friend to the Huntsman and follows him, even into the thick of pub full of humans. He is no pet, nor loyal dog, but family. There is no reason for him not to stay at the side of his pack brother. While he may appear to be nothing more than a wolf at first glance, it is clear that this wolf is no ordinary beast. From the gleam of magic in his eye, to the clever mind he displays, he acts anything but wild.
In the world of fairytales, Wolf is the Huntsman's companion. Whether woods or human buildings, he can be found close at hand, if not directly at his side. While the people around may not notice, he and Huntsman share a connection, and they communicate easily with one another. The only time Wolf can not be seen at the side of his pack brother is when Graham is with Regina. Given Graham's love and concern for the wolves, it is likely this was a forced separation for the wolf's own protection.
In Storybrooke, Wolf is no less loyal to the man who can not remember him. He keeps a watchful, guardian eye on his pack brother, and when it appears that Graham is finally beginning to remember his old life, Wolf goes to him, and tries to lead him back to his heart. Tries to save his brother, through the difficulties of a communication barrier and a lifetime forgotten. And even without his memories, the connection between them lingers the same as the connections between Snow and Charming. The bond between brothers is a strong one, and not easily broken by time or distance.
Much like Toothless, Wolf displays an awareness level and intelligence parallel to that of the humans they both are bound to. Wolf's ethics and moralities do not lie in the same paths as a humans might. For Wolf, loyalty to the pack goes deeper than most humans would understand. Pack is closer than family, because it is survival, and not blood, which holds them together. They live their lives in a social hierarchy of complex interactions, based on mutual support and reliance.
While he is not overly fond of humans, he is also not frightened of them. He will walk fearless into a den of armed humans, without a trace of nervousness. He is cautious enough to hang back when there are humans around Graham, but he is not bothered by the opinions of any of those humans who are not Graham. He relies on the Huntsman, hunts with him, fights with him, and if need be, he would die with or for him.
I have read the FAQ, and I do know that generally speaking, any creature who can not interact with other members of the city by stopwatch is not going to be accepted, I am giving this a shot. The requirement of " sentient and able to communicate with the other residents of the city" is one that may be closely scrutinized here, and I completely understand this. I would like to simply offer a few words in mine and Wolf's defense. While Wolf is not capable of speech or typing, he is very clearly sentient. He is capable of logic, of discerning situations and determining ways to approach them, and he is clearly capable of getting his point across to the Huntsman/Graham and I believe I am capable of portraying him in a way that is both ic and will allow him to interact with others.
I understand, if after reading this app, he is still not considered a suitable character, but I can never know until I try, and I wanted to give him that chance.
My suggestion would be that he could wear his stopwatch like a collar.
