A note for CR AU applications
Ruby City does allow previous game history/CR to be brought over on a case by case basis. If you want to include this in your application please add additional sections for PERSONALITY DEVELOPMENT and PREVIOUS GAME HISTORY beneath the Personality and Background/History sections.

Colias is, in many ways, well-suited to be a diplomat. He's polite and likes people, is enthusiastic and friendly. He takes quickly to Edgeworth, Gumshoe, and Kay, and by the end of the game is fond of all of them and doesn't hesitate to show it. He loves his country and does everything he can, within reason, to promote it. He has made a study of tourism, and he takes it very seriously, collecting souvenirs from all over. He's quick to distribute coupons for travel and various goods, to encourage people to visit and appreciate his homeland. He might be a little too fond of coupons, and one might say he can go overboard when distributing them. He has a generous heart, and he's eager to give. Sometimes, instead of coupons, he gives gifts outright. He's eager to extend his generosity to Miles Edgeworth after all the help he gave the embassy in solving the murder that took place there, but he doesn't feel so much beholden to him as admiring and pleased to know him.
On the negative side, Colias does have a huge problem with organization, and he can be quite forgetful and easily distracted. A little on the clumsy side, he has been known to spill his share of Babahlese ink.
Colias has a forgiving nature, which is not a negative trait in and of itself, but he can be blind and naive where the people he associates with are concerned. He's willing to make excuses for others and give them the benefit of the doubt. He tends to be drawn to people with strong personalities, and he can become dependent on them; he is vulnerable to being manipulated by someone controlling or demanding. This is clearly illustrated by his relationship with his secretary Manny Coachen, who was, behind his back, one of the key members of an international smuggling ring. In many ways, Manny ran the embassy in truth, as he could do virtually whatever he wanted, without having to consider Colias. For all the time Manny worked for him, Colias believed Manny was respectable and was acting in the best interests of the embassy and Babahl.
Though Colias has his failings, he is not an incompetent diplomat. He rose through the ranks to gain his current position because of his way with people and his creative and dedicated approach to diplomacy. He may have been deceived, but he is not a pushover. When the time comes, he's willing to stand up to his fellow ambassador, Quercus Alba, and do what he can to assist Edgeworth's investigation. He buys time for Edgeworth, and without his assistance, the investigation would not have been a success. Once he realizes that something dishonest is afoot, he does his best to correct it. He has learned, too, from his experience with Manny, and he's not likely to be as blindly trusting as he was in the past. He's a little older and a little wiser.
He does have a slight mischievous side. When disposing of the fake version of Cohdophia's famous Primidux statue, he sells it to the rather grating art dealer Zinc Lablanc. In a move unlike his usual honesty, he rather tellingly doesn't mention that the statue is a fake. Of course, he sold it for a greatly discounted price, so he considers that no harm was done.
Colias loves music and the arts. He never misses a chance to attend or sponsor a cultural event, and he has a great deal of respect for actors, artists, musicians and writers. He hopes that now the Theatrum Neutralis can serve as a venue for all kinds of performers.
A gentle man, he's saddened that so much suffering came about because of events that took place at his beloved embassy. He is determined to run the embassy with integrity from now on and leave those awful events in the past.

Ah--! A communications device?
[Colias is examining the rather handsome pocket watch after being informed by a poster that it's not a watch at all, but something else altogether. How clever! He's never seen anything like it. A smile lights up his face. This warrants further investigation. It's enough to distract him from his current predicament, if only temporarily. If there's one thing he's interested in (though there are many), it's new products. He fiddles with the controls and makes an attempt to send a message.]
How fascinating! Am I to understand this is a communicator? If anyone is listening, I am Colias Palaeno, Cohdopia's Ambassador to the United States.
Are there any other Cohdopians here? [As their ambassador, he should help any fellow citizens, if they're here.] If there is anything I can do to assist you, please contact me at once.
[Oh, that's right, he's the one in trouble here. He should be in the embassy, not in a completely unfamiliar train station. Obviously, he has been kidnapped. He would say this could be an international incident if not for the utter strangeness of it.]

Third Person:
Yes, it was very clear to him now what Ruby City needed, the one thing it didn't have: tourism. How could he not have realized it sooner? It was a clear lack. Now, one might have said that since no one came to Ruby City except those who had been abducted and since there was no currency, there was little point in creating tourism, but such a person would simply be displaying an improper understanding of the concept of tourism. Tourism wasn't only for visitors from foreign climes, and it wasn't only about money. It was about goodwill, happiness, people enjoying themselves. What was wrong with that? In spite of the circumstances, feeling a little more at home and a little happier in Ruby City could only benefit everyone.
Colias had learned a great deal about tourism in his tireless efforts to promote first Babahl, and now Cohdopia. There were many things one needed, but there were three key components. First: attractions. Second: merchandise. Third: advertising for the first two components. With only the resources already in place, he already had the means to create all three. Yes, it would take work, but he was willing to work. It was for a good cause.
With that in mind, Colias was sitting down at his desk and had begun to write a list of ideas. So far, it read thus:

He tapped his pen on the desk, reading over what he'd written. So far, it was a promising list, and he felt hopeful about it, but he was sure there was yet much to be added to it. He would need help, too, the ideas and industry of other people. There was a great deal to be done, but he had faith that with hard work, he would succeed. Someday, perhaps not too far in the future, Ruby City would have its own tourism board.
Colias smiled.
